David is a Senior Research Associate at the Centre of Competition Policy (CCP) and has conducted a wide range of policy and empirical research since joining CCP in 2013. He is an economist by training, with an undergraduate degree from the University of Oxford and an MSc and PhD in Economics from the University of Essex.

Much of David’s research has focused on consumer behaviour and policy questions related to regulated markets, in particular the energy and water sectors. Significant pieces of empirical research have investigated consumer switching behaviour in the UK energy market and the measurement of fuel poverty. David’s research has been published in The Energy Journal, Energy Policy and Water Resources Management.

He has wide experience of applying academic knowledge to practical questions having worked on projects for Ofgem, the UK’s Department for Business, Energy and Industrial Strategy, the UK Regulators Network, the European Commission, the Centre on Regulation in Europe, the UK Energy Research Centre and the Philippine Competition Commission amongst others. He has also been central to CCP’s contribution to policy debates having been a co-author of more than 25 consultation responses and currently edits CCP’s Research Bulletin.
