Victor Hugo began his professional career as a Public Policy Analyst at the Instituto de Pesquisa e Estratégia Econômica do Ceará (IPECE), Brasil. At the Institute, Victor Hugo has co-coordinated a large household survey that collected information from 15,000 households in 2019, visiting 85 out of 184 municipalities in Ceará state. The total budget of the project amounts R$ 1.3 million (£ 180,000), being one of the main projects of the IPECE. From 2006 to 2021, Victor Hugo has also accumulated very valuable and unique experience in the design and evaluation of public health policies, as well as experience in consultancy work for governmental and non-governmental institutions (e.g., the World Bank and the Inter-American Development Bank).

Victor Hugo has also worked as Assistant Professor (Lecturer) of the undergraduate course in Economics at the University of Fortaleza (2015-2017), Teaching Assistant at the University of Alicante (2008-2012), and Temporary Professor at the Federal University of Ceará (2006).

Victor Hugo has also contributed to building the 2021-2024 Strategic Plan of the Institute of Advanced Studies at the Federal University of Ceará. 

Key Research Interests

Dr. Victor Hugo research has been focused on population health, especially on topics related to the consequences of economic and environmental shocks to individuals' health, causes and consequences of intimate partner violence, and socio-economic inequality of the Zika virus epidemic in Brazil. He has also investigated topics related to the causes and consequences of C-sections, and regional inequalities in the provision of public health care in Brazil. Recently, Victor Hugo has joined the project "(In)consistency of responses to self-assessed health measures and implications for biosocial research", which is led by Dr. Apostolos Davilas (PI).

Dr Victor Hugo is a Senior Research Associate at the Norwich Medical School, University of East Anglia. He has published research articles in top field journals such as Journal of Human Resources, Economics and Human Biology, and in other high-quality peer-reviewed journals (e.g., Environment and Development Economics, Papers in Regional Science, and Applied Spatial Analysis and Policy).
