Abstract
The failure to link the achievement of top management goals with daily management at an operational level is a major cause of loss of momentum in change management. In addition to a process for preparing strategies, top managers need to implement a framework which mobilises company-wide effort for realising them. Policy management is about giving managers the flexibility to work towards the achievement of agreed objectives in ways they determine most effective for their part of the business.
