Abstract
The paper examines the reasons behind Russia's decision to ratify the Kyoto Protocol in November 2004, a significant global environmental treaty aimed at reducing greenhouse gas emissions. The analysis highlights the complexities involved in the ratification process, including the influence of President Vladimir Putin, economic factors, and international dynamics, particularly following the United States' withdrawal from the treaty. Despite initial economic motivations, the article reveals that a variety of external and internal pressures ultimately shaped Russia's course of action regarding climate commitments.
